Although rain doesn't interfere with Wi-Fi indoors, theoretically it could slow down a signal that was moving over open outdoor areas from one building over to another one. The evidence is once again mainly anecdotal, and the research that has been conducted doesn't include any studies of snow to see if there is a similar effect with it.
Then Why Is My Internet So Slow?
Why internet weather appears to be a thing might be at least partially explained by your personal habits. On cold days, do you move further away from the wireless router? If your router is located on the first floor of your house and you normally access the Internet there, if you decide to curl up in your bed upstairs to watch TV, then you might find that the signal is weaker. Some of your Wi-Fi signals could be absorbed by the floor which can slow the connection down.
If family members or roommates are home on a snow day as well you may experience some wireless interference. Wireless transmitters that operate at 5 and 2.4 GHz may interfere with certain networks, since they may use microwaves that are located near the router.
